I'm an Egyptian Neurodivergent facing possible eviction from my home in Egypt because of a new law (164/2025) which increases prices 10/20x the original amount (e.g., 300→6,000 EGP) +15% annual increase despite low incomes.
Our landlord filed a court case against the residents in my building.
He kicked some out & 4 flats are left still fighting including mine
If we lose, several families with elderly people could become homeless
We hired a good lawyer but because he's good his price is 50K per court session
This is apart from the new rent prices
My neighbors & I are fighting the case in court, but legal fees & new prices are overwhelming
I'm raising money for all 4 flats to pay for both fees & rents
And hopefully buy all 4 apartments to get out of renting drama entirely

In Egypt, there's something called old rent laws
For decades, old-rent laws in Egypt have governed housing relationships & shaped entire neighborhoods
Under these laws, millions of Egyptian families have lived in their homes for generations, forming legally established & socially stable housing situations
Rule of law in Egypt is that the legislator may not undermine legal standings that have become established under previous laws
Yet the legislator did so anyway!
These arrangements constitute established legal standings that arose under valid legislation & were relied upon by families for decades in good faith
Today, This Stability Is Under Serious Threat
The seriousness of this law was evident inside Parliament itself
Following the vote on the old-rent law, opposition Members of Parliament walked out in protest after tenant-protection amendments were rejected
This was widely reported in the press, highlighting that the law was passed amid significant political opposition and controversy — not consensus
The Egyptian parliament has just released a new law which flouts constitutional safeguards & completely disregards the ruling of the Constitutional Court
Law No. 164 of 2025, & related executive decisions risk abruptly disrupting these long-standing legal positions without sufficient clarity safeguards or guaranteed alternatives
Moreover, In parliamentary hearing sessions, the governors acknowledged that there are no alternative units available for the old-rent longstanding tenants
Officials themselves acknowledged that alternative housing units are not yet available for many affected tenants
Yet administrative decisions have proceeded without specifying the locations or concrete availability of those alternatives
& now there are appeals filed with the State Council against the Prime Minister’s decision to announce the alternative units because it did not identify the locations of those units in the announcement — & Administrative decisions in Egypt must be clear and precise
Under Egyptian administrative law: A decision affecting rights (such as designation of housing alternatives) must be specific enough so affected parties can know what's intended, where it applies, & what rights are granted or obligations imposed
Vague administration decisions can be challenged in administrative courts (State Council) for lack of clarity or failure to include necessary particulars
& For housing and property rights, specificity matters
But that specificity was abandoned by the Prime minister
This Places Families in an Impossible Position
Facing the loss of homes they have lawfully occupied for decades
Without clear, accessible, or immediately available replacement housing
& without adequate legal or procedural protection
Under well-established principles of Egyptian constitutional & administrative law:
Settled legal positions may not be undermined abruptly
The legislator may not disregard legal positions established under prior laws
Yet they did!
Administrative decisions affecting fundamental rights must be clear, specific, & capable of implementation
Yet they are not!
Law No.164 of 2025 threatens the stability of millions of Egyptian families who have been settled in their homes for decades
Moreover, now that the law has been released, the landlord of my building filed a case against the residents in order to kick us out
The problem is not only that there's a case right now in court, the problem is also that the law forces people out of their apartments in 7 years anyway
So even if we win this case, if the law isn't edited, a lot of people will be homeless in 7 years time regardless!
Even if individual tenants succeed in defending themselves in court today, the law as it stands still leads to displacement tomorrow
Old-rent contracts were inherited across generations - meaning school students, their working parents, & elderly original tenants now all face eviction in 7 years
Furthermore, Article 4 of law 164 raises rent drastically:
20× in distinguished areas (minimum 1,000 EGP)
10× in middle-class areas (minimum 400 EGP)
10× in economic areas (minimum 250 EGP)
With a 15% annual increase
A tenant paying 40 EGP in a distinguished area will be forced to pay 1,000 EGP due to the minimum. & if the rent was higher, it becomes catastrophic:
300→6,000
500→10,000
700→14,000, etc
There is no upper cap, no proportionality, & no consideration of income, age, health, or ability to pay
The “minimum” does not protect tenants — it acts as a floor only for the very lowest rents, while allowing massive, unchecked increases for everyone else
This is despite the Constitutional Court’s ruling, which stated that any increase in rent must not be excessive or disproportionate
For families with children, this level of rent makes it extremely difficult if not impossible to afford basic education costs
School fees, books, uniforms, transportation, & university expenses are already a heavy burden
When rent alone consumes 6,000, 10,000, or even 14,000 per month, what should the parents do?!
Keep a roof over their heads or secure their children’s future?
Education becomes the first casualty
This law threatens housing stability & undermines educational stability and social mobility for an entire generation
Furthermore, the minimum pension for retirees in Egypt is 1,755 Pounds
With a minimum pension of 1,755 EGP, a “distinguished” tenant could be forced to pay 1,000 EGP in rent, leaving just 755 EGP to live on — & that’s only if the 20× increase doesn’t go beyond the minimum
If it does then this becomes a catastrophe by all standards
So not only will people get kicked out in 7 years because the new law forcibly nullifies the rental contracts after the transitional period is over despite Article No.147 of Egyptian civil law which states:
"Contracts are binding upon the contracting parties & may not be altered or terminated except by agreement or pursuant to the law"
But also people will get kicked out because the new rent is in fact excessive & disproportionate & the elderly won't be able to pay it
So this law basically insures eviction & homelessness one way or another
This is not reform
This is delayed eviction by statute
& like I said, I'm NeuroDivergent
If you know neurodivergence then you know that neurodivergent people are sensitive to stress
Neurodivergents already struggle due to their executive dysfunction
& extra stress increases the already existing executive dysfunction
& I'm not even the only one
There's a girl in the same position as me who is also special needs & landlords kicked her and her mother out
You'll see her in the media files I added wearing a red hoodie & her mother cries from sorrow because she doesn't know where to go
& with the pictures, there are also links to videos I got of the mother
The original is viral in Egypt
You can find it with reverse search
I clipped parts where she keeps crying again & again because she has nowhere to go to show her distress because of this law & got rid of the audio since you won't understand what she's saying anyway due to language barrier
We have rights as human beings for secure housing
& people of special needs specifically have the right for convenient accomodations that make their life stress free so that they're able to function and contribute to society
& under these circumstances, we're incapable of functioning because of all the stress
