HELLO GIVE SEND GO FAMILY & FRIENDS, My name is Jason Charles and I really need your help. USA NEWS recently ran an article that former NFL player, Raymond Fisher, who is a really good friend of mine addressed the “cover up culture” and breach of Civil Rights regarding Prison Reform as he attended all court dates related to my case. Also discussed was how innocent individuals like myself actually get convicted due to being a minority and lack of finances. Currently, I am incarcerated Ross Correctional in Chillicothe, Ohio. Twenty years ago the media painted a terrible picture of me in the eyes of the public regarding an unfortunate situation that took place at my home. They painted me as the villain, when it was a self-defense matter. The analysis of facts and adjacent circumstances regarding my case are grossly erroneous. Later BCI Lab's GSR (gunshot residue) reports confirmed that I acted in self-defense, that the assailant came to my home and discharged a firearm and that both of the assailants' hands had high particles of gunshot residue which is consistent with someone who would have just discharged a weapon. Reports also confirm that live rounds were found in the assailants' vehicle the night of the incident. These live round casings match the live round casings found at the scene of said incident. When the DOC realized that I didn't have the money for proper legal representation, they kept me in the county jail and continuously pushed my case back for over five and a half years. This obscure act forced me into an 18 year to life plea agreement. Therefore, I accepted the plea agreement that I was coerced into signing by Attorney Michael J. Duff, who was later disbarred due to his incompetence and unethical acts involving drug possession and some sort of prostitution scandal. Moving forward, 2019 Ohio whistleblower Senator Shirley Smith's January 23, 2025 post regarding why she left the OPB went viral when she exposed their “toxic” work environment and “unprofessional behavior” as well as their biased, unethical and frighteningly unfair and impractical decision making regarding the lives of others without honestly conducting a comprehensive review of the evidence that clearly illustrates,my innocence beyond a reasonable doubt. Bret Vinocur of BLOCK PAROLE.COM, who seeks to prevent the release of the worst of Bret Vinocur of BLOCK PAROLE.COM, who seeks to prevent the release of the worst of incarcerated individuals agrees with former Senator Shirley Smith. Bret Vinocur even went so far as to state that they have no idea how to determine what criteria OPB is using to determine their decisions regarding eligibility. Vinocur has been a citizen advocate for the past seventeen years. Bret stated, it's a “crap shoot” with the OPB committee. He also went on to clarify that OPB’s decisions are often “irrational and based on inaccurate information” and that the OPB should be required to demonstrate more accountability and transparency when making life altering decisions and rulings. Furthermore, former Senator Shirley Smith also stated that the OPB committee reviews all clemency requests, which would be considered an unethical monopoly of injustice. In her own words, she described their work environment as extremely “toxic, unprofessional, biased, unethical and impractical” in their nonsensical decision making process. How is this legal and fair? As you can see there's clearly a code of ethics problem in Ohio and they are in fact, deliberately rigging the Ohio Judicial System. Another chronic “culture cover up. "Former Senator Shirley Smith clearly exposed the fact that our lives are in the hands of unethical minded individuals, and the powers to be are allowing these individuals to make irrational, unethical and racially biased decisions regarding the lives of others without looking at the preponderance of evidence surrounding the case. Shirley Smith's statement clearly proves that these OPB members are not qualified to make an unbiased ruling. OPB members MUST be held accountable for such unethical and criminal injustices as well as their blatant and deliberate indifferences. In June of 2024, I appeared before the OPB. Steve Herron was the only individual on the board that voted AGAINST my release and ADDED AN ADDITIONAL 10 YEARS TO BE SERVED onto an original sentence of 18 YEARS WHICH WAS SERVED IN ITS ENTIRETY. How is this ethical, and why did this injustice occur? Is it because I am a black man? Currently, Steve Herron is being accused of alleged misconduct and resigned from his OPB position, effective April 30, 2025. As a result of Steve Herron’s resignation, if he is charged and convicted for misconduct, Steve Herron will be allowed to retain his pension in its entirety! Where there's smoke, there's fire. Unethical situations of this nature predominantly come in groups. This grotesque display of power without law is abhorrent to our entire justice system and must be STOPPED! Remember, ONE and only ONE OPB member, Steve Herron, hijacked the next 10 years of my life and freedom after completing the original sentence of 18 years. The remaining OPB members voted for my release. How can a decision based on ONE man's unethical and biased vote be upheld? THIS VERY FACT ALONE CLEARLY INDICATES THAT STEVE HERRON'S VOTE DEPRIVING ME OF MY FREEDOM AND A REAL CHANCE AT LIFE AND SUCCESS OUTSIDE OF PRISON GATES SHOULD NOT BE UPHELD ESPECIALLY BECAUSE I HAVE SUCCESSFULLY COMPLETED EVERY OFFERED PROGRAM MORE THAN FOUR TIMES AND SERVED THE ENTIRETY OF THE ORIGINAL 18 YEAR SENTENCE FOR A CRIME I DID NOT COMMIT. STEVE HERRON'S DENIAL OF MY FREEDOM AND FUTURE IS A RECKLESS ABUSE OF POWER BACKED BY RACIAL PROFILING. The “cover-up” community also attempted to conceal OPB member Harold Miller's widespread parole for sale scam. Miller was extorting inmates and families out of $5,000 to $10,000 for parole releases in Ohio. Former Senator Shirley Smith stated that the OPB committee also reviews all clemency requests, which would be considered an unethical monopoly of injustice. In her own words Shirley described the OPB’s work culture as lacking “integrity and decency” Thereby enabling "toxic, unprofessional, biased, unethical and impractical” decisions as they relate to one's fate and freedom. Former Senator Shirley Smith clearly exposed the fact that an inmate's fate is determined and finalized by unqualified individuals in positions of power. The Director of Ohio Department of Rehabilitation and Corrections, Annette Chambers-Smith is allowing these gross injustices and unethical decisions regarding the lives of others without looking at the preponderance of evidence surrounding the facts of the case. This actuality and subsequent alleged misconduct serves as evidence that individuals on the OPB have deficiencies in required qualifications for their paid positions. Currently there is a public outcry and movement in process to force Annette Chambers-Smith to resign her position as the Director of Ohio Department of Rehabilitation and Corrections. Ms. Chambers-Smith and participating staff of said misconduct MUST be held legally accountable and liable for the mayhem, unethical breach of policies and procedures executed by DOJ employees working under Ms. Chambers-Smith’s lackadaisical guidance and supervision.
