Our Club was founded as an association in the early 1990s at what was then known as Fort Devens, Massachusetts-- now known as U.S. Army Garrison Fort Devens-- and incorporated in 1996. The Club is comprised mostly of U.S. military Veterans. We welcome non-Veteran members too. The Club promotes safe and proficient rifle and pistol marksmanship and is affiliated with both the Civilian Marksmanship Program and the NRA. Since the 11 September 2001 terrorist attacks our Club has been limited to weekday range dates, only, on a monthly basis. That restricts our membership to those who are retired or can take off from work our range dates. Hence, our Club is relatively small. The Club was never charged any range fees before the November 2020 presidential election. After that election a $250 per-range-outing fee was demanded by USAG Fort Devens in violation of 10 U.S. Code Section 7409. The Club supplies all its own paper targets, firearms, ammunition, other related supplies, and certified Range Safety Officers. That exorbitant fee demand forced the Club to sue USAG Fort Devens after the Club's Freedom of Information Act request for pertinent document copies was stonewalled completely. The Club's Complaint against USAG Fort Devens was filed in the United States District Court, Boston, Massachusetts, 9 August 2022. The Case Number is 1:22-cv-11288. This Campaign is undertaken to raise money to defray the Club's substantial legal fees and expenses.

At the Trial Court level all documents have been filed and the case is in Magistrate Judge Boal's hands for a decision on both Parties' Motions for Summary Judgment. It has been a long haul. Defendant U.S. Army Garrison Fort Devens and the Dept. of the Army stonewalled our FOIA Request for three (3) years until Boal ordered defendant to file its so-called 'Administrative Record,' including FOIA-requested documents. Even then defendant was permitted to black out ('redact') HUGE amounts of text. We have proved that defendant U.S. Army Garrison Fort Devens, the Dept. of the Army, and the U.S. Attorney's Office in Boston (part of the corrupt Harris-Biden Administration's corrupt DoJ) have been deceptive, dishonest, and fraudulent in multiple instances. The Assistant U.S. Attorney on the case is a SCUMBAG. It is now clear that defendant and the Dept. of the Army violated 10 U.S. Code Section 7409 BIG TIME. No surprises there. This is the first--THE LANDMARK--case under 10 U.S. Code Section 7409.

The Summons and Complaint in this action were served upon U.S. Army Garrison Fort Devens on 11 October 2022. USAG Fort Devens has 60 days from then to file and serve its Answer to the Complaint.
